How do I hook up dish Network to my new Windows Media Center to watch and record dish tv?

I just got a new computer and for I can't get it to show channels on dish networks guide. Only local channels which just happen to be fuzzy and staticy. I don't know which exact settings I need to use to get dish stations. Also I don't have the sattelite box in my room.|||You have to connect the satellite box composite or S output to your tuner card, put the IR blaster on the box to control the channel and then use the media center set-up to get yourself going.
